Trump Revives Wuhan Lab-Leak Claim as Fauci Faces Senate Questions

President Donald Trump said on July 29 that COVID-19 came from a laboratory in Wuhan and accused former US infectious-disease chief Anthony Fauci of protecting China. The post appeared as Fauci faced Senate questions about the pandemic's origin and US-funded coronavirus research.

Trump also said more Americans died from COVID-19 during Joe Biden's presidency than during his first term. He defended Operation Warp Speed, attacked Fauci's advice on masks and shutdowns, and said he gradually stopped relying on him.

The post included no new laboratory record, virus sample or intelligence document. Trump said he had once called Biden to warn that Fauci was either confused or dishonest. Neither the White House nor Biden's representatives have publicly confirmed that conversation.

White House lists five arguments for a lab accident

A White House webpage calls a laboratory-related incident the most likely origin of the pandemic. It draws mainly on a 2024 report by the Republican-led House Select Subcommittee on the Coronavirus Pandemic and accuses Fauci of promoting a natural-origin explanation. The page does not publish a new virus sample or laboratory record.

Its five arguments are that the virus has what the page calls a biological feature not found in nature; the early outbreak followed a single introduction into humans; Wuhan housed a leading SARS laboratory that conducted gain-of-function research under inadequate safety conditions; Wuhan Institute of Virology staff reported COVID-like symptoms in autumn 2019; and no definitive animal host has been found.

US intelligence agencies previously reviewed the reports of sick Wuhan researchers and said the symptoms could not determine the pandemic's origin. They also found no evidence confirming that those employees had SARS-CoV-2 at the time.

Fauci invokes the Fifth Amendment

Fauci appeared before a hearing led by Republican Senator Rand Paul on July 29, according to the Associated Press. Senators asked about National Institutes of Health funding connected to the Wuhan Institute of Virology, Fauci's contact with intelligence officials and his previous congressional testimony.

He repeatedly invoked the Fifth Amendment and declined to answer questions that could expose him to criminal liability. In his opening statement, Fauci accused Paul of pursuing his prosecution. Biden issued Fauci a pre-emptive pardon before leaving office in 2025, but it would not cover conduct or testimony after the pardon date.

The NIH previously funded the nonprofit EcoHealth Alliance, which used part of its grant for bat-coronavirus research at the Wuhan institute. Fauci has said the experiments did not meet his definition of high-risk gain-of-function research and that the viruses studied could not have directly become SARS-CoV-2. Republican lawmakers and Trump administration officials reject that account.

CIA favors a lab accident with low confidence

The Office of the Director of National Intelligence released another set of documents in June and accused Fauci of influencing early intelligence work. Its press release said a lab leak caused the pandemic. The accompanying public files did not identify an experiment or virus sample that could be traced to the first human infection.

An earlier declassified intelligence assessment described two plausible routes: exposure to an infected animal and a laboratory-associated incident. Four agencies and the National Intelligence Council leaned toward natural exposure with low confidence. One agency favored a laboratory incident with moderate confidence, while three agencies reached no conclusion.

The CIA shifted its assessment in 2025, saying a laboratory incident was more likely but assigning low confidence to that judgment. The agency said a natural origin remained plausible. The Energy Department and FBI have also favored the laboratory route, using different evidence and confidence levels.

A World Health Organization review in 2025 said the weight of available evidence favored transmission from animals, although a laboratory incident could not be excluded. China has not supplied some early case sequences, detailed records of animals sold through Wuhan markets, or laboratory biosafety and staff-health records requested by the panel.

Beijing denies that the virus escaped from a Chinese laboratory and accuses Washington of politicizing the investigation. Chinese officials say they have shared relevant information and have called for scrutiny of biological laboratories in other countries.

US COVID deaths peaked in 2021

Official totals show that more US COVID deaths were recorded during Biden's presidency than during Trump's first term. The comparison covers different periods. The pandemic occupied about 10 months of Trump's first term and almost four years of Biden's presidency.

Deaths peaked in 2021 as the Alpha and Delta variants spread and the mass vaccination campaign was getting under way. Trump launched Operation Warp Speed in 2020 to fund vaccine research, trials, manufacturing and procurement at the same time. Public-health experts widely credit the program with speeding vaccine development. The first vaccines received emergency authorization before Trump left office; nationwide free vaccination and large-scale distribution expanded under Biden.

Fauci opposed broad public masking in March 2020

Fauci did say in March 2020 that the general public did not need to walk around wearing masks. The Centers for Disease Control and Prevention had not yet recommended universal masking, medical protective equipment was scarce, and officials were trying to reserve supplies for health workers and patients.

The CDC began advising the public to cover their faces in public settings on April 3. More evidence had emerged that people without symptoms could transmit the virus, and mask supplies had improved. Later research found that protection varied by material, fit, use and exposure, with N95 respirators providing more protection than loose cloth masks.

The Senate committee says it will continue examining federal research grants, declassified records and Fauci's previous testimony. As of July 30, the public record contains no sample or laboratory document that settles the virus's origin, and no court has found that Fauci lied to Congress.
